    Job Summary
    The Middle Trinity Groundwater Conservation District (the “District”) is a taxing entity and groundwater conservation district (GCD) responsible for managing groundwater resources across Bosque, Comanche, Coryell, and Erath Counties. The District’s mission is to ensure the sustainable use and conservation of groundwater resources for current and future generations. As a taxing entity, the District funds its operations through an ad valorem tax, ensuring its ability to provide effective stewardship of local groundwater resources. The Office Administrator is a key member of the District’s team, responsible for managing daily operations and ensuring the smooth functioning of administrative, financial, and operational processes. This position includes oversight of bookkeeping, records management, human resources, and providing support to the General Manager and the Board of Directors. The District is committed to providing training to the right candidate, ensuring they have the skills and knowledge necessary to succeed in this role. This position operates under the supervision of the General Manager and may require occasional travel to attend meetings, conferences, and training sessions

    Essential Job Functions
    Personnel Functions
    • Manage employee onboarding and offboarding processes, including preparation of documentation, payroll setup, and benefits administration.
    • Conduct annual reviews of insurance plans with the District’s broker to evaluate and select options for the upcoming year.
    • Administer COBRA benefits for departing employees, ensuring compliance with applicable laws and regulations.
    Board of Directors Support Functions
    • Prepare and distribute monthly Board meeting agendas and supporting materials in coordination with the General Manager.
    • Publish and post public notices for hearings and rule changes in accordance with statutory requirements across four counties.
    • Support Board meetings by recording minutes, ensuring all documentation is properly signed and filed, and acting as Deputy Secretary when necessary.
     
    Accounting Functions
    • Manage Accounts Payable (AP) processes using QuickBooks, including vendor payments, incoming checks, bank deposits, and maintaining purchase order records.
    • Maintain organized financial records for vendors, employee expenses, and professional development activities by fiscal year.
    • Oversee payroll functions, including processing and filing of payroll tax reports.
    • Manage memberships and dues for the District and its staff to professional associations.
    Administrative Functions
    • Oversee front desk operations, including reception duties, phone management, and mail processing.
    • Coordinate and fulfill open records requests in compliance with regulations.
    • Assist with well permitting processes and support the Permitting Coordinator as needed.
    • Maintain office equipment, supplies, and building operations, acting as the point of contact for maintenance and service providers.
    • Schedule inspections and maintain records for District vehicles.
    • Perform document reproduction for rule updates and other administrative needs.
    • Provide notary services for the District.
    • Assist the General Manager and staff with administrative tasks as required.
    • Post and distribute meeting agendas for Groundwater Management Area 8 (GMA 8) in compliance with District policies.
    • Serve as the District’s election coordinator, ensuring all election processes are conducted in accordance with legal requirements.
    Minimum Qualifications
    • Demonstrated commitment to natural resource management and conservation.
    • Professional demeanor with the ability to maintain confidentiality and uphold the highest standards of integrity.
    • Strong knowledge of organizational management, including human resources, business processes, and administrative functions.
    • Exceptional attention to detail, organizational skills, and ability to meet deadlines.
    • Proficiency in software such as Microsoft Office Suite (Word, Excel, PowerPoint), QuickBooks, and virtual meeting platforms like Zoom.
    • Ability to use Microsoft Excel for budgeting, data organization, and analysis.
    • Strong written and verbal communication skills.
    • Ability to build and maintain positive relationships with diverse stakeholders.
    • Valid Texas Driver’s License
    Preferred Qualifications
    • Bachelor’s degree (e.g. accounting, natural resource management, etc.) or higher in a related field.
    • Experience with ArcGIS, mapping, and data analysis.
    • Willingness to expand responsibilities to include public education and outreach or mapping tasks.
    • Written and verbal fluency in Spanish.
    • A demonstrated passion for advancing the mission and goals of the District.
